If the manager does not light the heaters and does not burn them, you need to look at the decision of the Provincial Public Administration Board of the province in which you are located. The Provincial Public Safety Board usually specifies the day and temperature for the combustion of the heater. If these specified conditions have occurred, you can make a printout of this decision to your manager or hang it on the dashboard of the apartment building.
