New Era in Apartment and Site Management Companies: Mandatory Certificate of Authorization Is Coming!


A major change is on the way in apartment and site management companies. The Ministry of Environment, Urbanism and Climate Change is preparing to regulate it in the Condominium Law in order to better protect apartment owners and make apartment management services in a standard structure. According to the new regulation, which is scheduled to come into force soon, comes the requirement for a certificate of authority so that apartment and site management companies can continue their activities. Management companies that do not receive this document will no longer be able to provide services.

Why is the Certificate of Authorization Important?

Intensive complaints from citizens in the recent period have revealed the need for greater supervision of apartment and site management. At the top of the complaints are the lack of transparency, uncertainty in financial transactions and poor quality of service. Acting in line with these requests, the General Directorate of Professional Services is preparing a draft containing the regulations to be made under the Condominium Law No. 634. Thanks to these regulations, apartment and site management companies will be both registered and will receive a certificate of authority from the Ministry in order to operate.

Management Companies Without Authorization Certificate Will Not Be Able to Operate With the

new regulations, apartment and site
management companies will be prohibited from operating without authorization. In order to obtain this document, firms will need to meet certain training and criteria. In addition, the manager and other serving personnel will have to complete training in accordance with the standards set by the Ministry. Management companies will provide a more transparent flow of information against the owners of the floors financially and administratively.

The Ministry of Strict Supervision of Apartment and Site Management Companies will monitor management services

and impose various sanctions on companies that do not comply with the rules. Management companies that do not act in accordance with the regulations made will be warned and banned from activity if necessary. The services offered by the companies will be classified according to the size of the buildings and the areas of service. Thus, it is aimed to raise standards in apartment and site management and improve the quality of service.

When will the new regulation come into effect?

Work is in full swing for the entry into force of this regulation, which is still at the draft stage. The arrangement, which is expected to be completed soon, seems to be the beginning of a new era in apartment and site management. In the process, apartment residents hope to meet with a transparent and high-quality service.
