The Law on Pet Feeding in the Apartment Law No. 5199

THE FIRST PART
General Provisions

PART ONE
Purpose, Scope, Definitions and Principles
Objective
ARTICLE 1. - The object of this Law is to ensure the comfortable life of animals and the good and proper treatment of animals, to ensure the best protection of animals against suffering, suffering and torment, and the prevention of their victimization of all kinds.

Coverage
ARTICLE 2. - This Law covers the regulations to be made in accordance with the objective article, the measures to be taken, the coordination to be ensured, the supervision, the limitation and the obligations and the penal provisions to be subject.

Definitions
ARTICLE 3. - From the terms provided for in this Law;
a) Habitat: The place where an animal or animal community naturally lives,
b) Ethology: the branch of science that studies the innate, peculiar behaviors of an animal species,
c) Ecosystem: biological, physical and chemical system in which living beings carry out their relationships among themselves and with their inanimate environment in an orderly manner,
d) Species: Populations capable of mating with each other and giving fertile offspring capable of reproduction,
e) Pet: Animals cultured and trained by man,
(f) “unowned animal” means domestic animals which have no place of shelter or are outside the boundaries of the home and land of the owner or guardian and are not under the control or direct supervision of any owner or guardian;
g) Deprived animal: Passenger and cargo animals that have lost their ability to perform their physical work due to various reasons, such as aging, injury, injury and illness, except infectious and epidemic animal diseases,
h) Wild animal: undomesticated and uncultured vertebrate and invertebrate animals living freely in nature,
(i) Domestic and ornamental animals: any animal whose care and responsibility is assumed by the owners, especially at home, in their workplaces or on their land, for the purpose of special pleasure and companionship, or intended to be undertaken by their owners,
(j) 'controlled animal' means household and ornamental animals owned by a person, organisation, institution or legal entity with marked registration, maintenance, vaccinations and periodic health checks carried out;
k) Animal shelter: A facility where animals will be rehabilitated,
(l) Experiment: the use of any animal for experimental or other scientific purposes which will cause pain, distress, sadness or long-term damage;
m) Experimental animal: the animal used or to be used in the experiment,
n) Slaughter animal: Animals slaughtered for food purposes,
o) Ministry: Ministry of Environment and Forestry,

Principles
ARTICLE 4. - The basic principles for the protection and comfortable living of animals are the following:
a) All animals are born equal and have the right to live within the framework of the provisions of this Law.
b) Domestic animals have the freedom to live within the conditions of life peculiar to their species. The lives of ownerless animals should be supported, just like owner animals
.
c) Necessary measures must be taken to protect, supervise, maintain and keep animals free from ill-treatment.
d) It is essential to encourage and coordinate natural and legal persons who care for or care for unowned and fallen animals and meet the conditions laid down in this Law, with only human and conscientious responsibilities, for no material gain or benefit.
e) It is essential to protect endangered species and their habitats.
f) It is essential that wild animals are not plucked from their habitat, but that an animal that lives freely in nature is not captured and deprived of freedom.
g) In protecting animals and ensuring their comfortable living, hygiene, health and safety of humans and other animals must also be taken into account.
h) It is essential that animals are cared for, fed, housed and transported in conditions specific to their species.
i) Those who transport and transport animals must transport them in the environment and conditions appropriate to their species and characteristics, feed and maintain them during transport.
j) It is essential that local governments, in cooperation with voluntary organizations, establish animal nurseries and hospitals for the protection of unowned and disabled animals and provide their care and treatment and carry out educational work.
k) In order to prevent uncontrolled reproduction, it is essential that cats and dogs fed and housed in communal areas be sterilized by their owners. However, those who wish to pup said animals are obliged to take care of and/or distribute the offspring to be born by registering them with the municipality.
